Prepare the Mixture: In a large mixing bowl, combine the corn kernels, all-purpose flour, cornmeal, chopped cilantro, finely chopped red onion, minced garlic, baking powder, optional cayenne pepper, salt, and black pepper. Stir thoroughly to ensure the dry ingredients are evenly distributed among the corn and vegetables.

    Add Wet Ingredients: In a separate bowl, whisk together the beaten egg and milk until well combined. Pour this wet mixture into the bowl containing the dry ingredients. Gently fold the two mixtures together until just combined. Take care not to over-mix; a few lumps are perfectly fine.
